KIRISH O'zbekiston Respublikasi o'z mustaqilligiga erishgan dastlabki kunlardayoq davlat tomonidan mamlakatda huquqiy davlat va fuqarolik jamiyati qurish asosiy strategik pirovard maqsad deb e'lon qilindi. "Kuchli davlatdan kuchli fuqarolik jamiyati sari" tamoyili bu sohada olib - boriladigan islohotlarning asosiy g'oyasi sifatida qabul qilindi.
